The Golden Visa versus the Portugal D7

A golden visa and a Portugal D7 are usually presented as two ways of buying residency, and they are not the same kind of thing at all, because one is qualified for with an asset that must then be held untouched for ten years and the other with an income and a requirement to live there.

The rule

The comparison is made constantly and it starts from a false premise. A golden visa and a D7 are not two prices for the same thing. They are answers to different questions, and most people asking have not yet decided which question they are asking.

What each one actually is

The UAE golden visa, property route, is an asset test. Own property worth at least two million dirhams and the residency follows. It runs ten years and renews. Mortgaged property is acceptable. Multiple properties can be added together to reach the threshold, and a share in a jointly owned property must itself be worth at least two million.

The Portugal D7 is an income test. It is not an investment visa and never was. It asks for stable passive income at a published monthly minimum, plus savings, and it asks you to live in Portugal. Pensions, rent, dividends, interest and royalties count. Salary and freelance work do not, and are a different visa entirely.

So one asks what you own. The other asks what arrives each month, and whether you intend to be there.

The condition on the UAE side that nobody prices

Read the residency requirement again: the property may not be disposed of during the ten year period.

That is not a footnote. It converts a two million dirham asset into two million dirhams of capital that cannot be released without putting the residency at risk. If the residency is the reason for the purchase, then selling ends the reason, and the asset has an exit cost far larger than the eight to ten percent round trip that transaction cost drag describes.

This belongs on the balance sheet as what it is. It is not liquid, it is not available to an emergency, and it cannot be rebalanced. Liquidity risk is the framework for what that costs, and emergency liquidity is the reason it needs a cash reserve sitting behind it that most buyers of a two million dirham unit have not sized.

A useful way to hold it: the visa is not free, and its price is not the transaction cost. Its price is ten years of optionality on the largest asset you own.

The route most people are actually looking for

The question underneath the comparison is usually "can I buy a house in Europe and get residency". For Portugal the answer changed.

The real estate route was removed from Portugal's golden visa in October 2023, under the Mais Habitação law. The programme continues through other routes, including qualifying investment funds and cultural donations, but property is not one of them. Buying a house in Portugal today is buying a house.

Which is why the D7 gets recommended in its place, often by people who have not noticed it is a different instrument. It does not care what you own. It cares what you receive and whether you turn up.

The comparison that is actually available

Not cost against cost. Purpose against purpose.

If the goal is a base you are not going to live in, the UAE route works and Portugal has nothing equivalent any more. The cost is the ten year lock described above.

If the goal is to live in Europe, the D7 is a genuine route and the property question is separate from it. Buy or rent as you prefer; neither decides the visa.

If the goal is an eventual second passport, the routes diverge completely. Portugal's residence leads to permanent residence at five years and citizenship at ten with a language requirement. The UAE golden visa is long term residence and is not a naturalisation path in the way people often assume.

And if the goal is an investment return, neither should be driving the purchase. A property bought for a visa is a property bought for a reason that has nothing to do with its net rental yield, and the two justifications should be separated and each made to stand on its own. If the unit is a bad purchase, a residency does not repair it; it locks you into it for ten years.

Why this page carries a heavier warning than most

Because the ground moves, and it has moved twice inside three years.

Portugal removed its property route in 2023. The UAE's own official sources do not read identically on duration: the Dubai residency authority sets out ten years for the two million dirham property route, while the federal identity authority's pages describe a five year residency for property investors alongside the ten year route. Those may be describing different categories, and a reader who finds that confusing is reading it correctly.

That is the point worth taking away. If two government sources describe a rule differently, a blog post confidently reconciling them is not a source. This is the framework in the library that most needs a licensed adviser attached to it, in both jurisdictions, on the day you act. Residency and tax covers what a move does and does not change, and the year you sell covers the timing that is settled before you arrive and cannot be reopened afterwards.

Where it breaks

  • Treating these as competing versions of the same product. One is an asset test with no residence requirement and one is an income test with a real one, so the right comparison is not which is cheaper but which question you are actually asking.
  • Missing that the UAE property must not be disposed of during the ten year period. A two million dirham asset that cannot be sold without putting the residency at risk is not a two million dirham asset in any sense that matters to a balance sheet, and nobody quoting the threshold mentions it.
  • Assuming buying property in Portugal still leads to residency. The real estate route was removed from the golden visa in October 2023, so a purchase now is a purchase, and residency has to be qualified for separately on income or another basis.
  • Reading the D7 income figure as the whole test. The published minimum is a floor rather than a target, applications are assessed on the stability and provenance of the income and on savings alongside it, and an applicant meeting the number on paper with an unstable source is not in the same position as one comfortably above it.
  • Taking any figure here, including the ones on this page, as current. Both regimes have changed materially inside three years, official pages at federal and emirate level do not always read identically, and this is a subject where the correct action is to check the primary source on the day rather than to trust a framework.

When to use it

When somebody frames a property purchase as buying residency, in either direction, and when a Gulf based investor is weighing a UAE holding against a European base. Establish first whether the goal is an asset, a place to live, or an eventual passport, because the three lead to different answers.
